Colorado lawmakers look to TABOR surplus to pay for big-dollar priorities for Democrats

Published Mon, 24 Feb 2025 11:58:14 GMT

A chunk of Colorado’s forecasted tax rebates could be directed toward tax credits for parents and low- to moderate-income residents and to promote decarbonization under a slate of proposals from Democratic legislators. The proposals wouldn’t eat the entirety of some $2 billion in projected rebates in coming years, but show a willingness by legislative leaders to tap into excess revenues — ones otherwise slated for blanket refunds to taxpayers — for policy priorities.“We look to that surplus and certainly want to find ways to think about using dollars in the right way for the people we serve,” House Speaker Julie McCluskie said.In Colorado, the Taxpayer’s Bill of Rights, or TABOR, caps how much revenue the state can collect. Anything collected in excess of it needs to be returned. Lawmakers have historically used different mechanisms for those rebates, most recently the $750 “Colorado Cashback” checks that went out last fall.McClus...

Two new interactive art pieces downtown invite visitors to play, reflect on the world around them

Published Mon, 24 Feb 2025 11:58:14 GMT

Interactive art is only as good as its activators. That is to say, people need to push, pull, climb, punch and explore with verve when they encounter a piece of art that asks them to take part in its success, or it is doomed to fail. Two new works installed downtown this weekend make that inviting. Check that; both pieces actually make that irresistible. They are big, playful, credible and uncomplicated. Each is an oversized art-toy that sparks joy while asking people to experience their world from a new perspective. The first, “Pipelines,” a sprawling outdoor piece by Canadian artists Julia Jamrozik and Coryn Kempster, which debuted Tuesday as part of the international confab known as the Cities Summit of the Americas, though it will be up through Sept. 10. The piece, a 115-foot-long by 22-foot-wide weave of PVC pipes, brings life to the newly named Plaza of the Americas at 15th and Wewatta streets.“Ikebana” is a giant, plastic, inflatable sculpture by Mexico City-based artist ...

Collectability – Flaunting their Expertise in Patek Philippe Timepieces

Published Mon, 24 Feb 2025 11:58:14 GMT

Initially, timepieces were categorized under luxury items that only the wealthy could afford due to the technology and skill required to manufacture them. Breguet made the first wristwatch in 1810 for the Queen of Naples, but Patek Philippe is often credited as the true pioneer because of the watch he made for Hungarian countess in 1868.Watches began to be mass-produced after the Industrial Revolution in the nineteenth century, making them accessible to a wide range of people in the society, particularly the newly formed middle class. The watch industry grew at the end of the 19th and early 20th century to the point where there was a timepiece for almost every person based on their budget and need. However, by the 21st century, keeping track of time became so easy through mobile phones, kitchen appliances, and televisions that wrist watches began to lose their status as a luxury item.In the modern era, vintage watches could have become obsolete as their purpose has been largely fulf...

49ers’ draft boosts Super Bowl confidence, quarterback drama looms

Published Mon, 24 Feb 2025 11:58:14 GMT

SANTA CLARA — Kyle Shanahan got asked the inevitable, just before he could escape his post-draft press conference Sunday: What about those 49ers’ quarterbacks? No matter how the roster improves with a nine-man draft class, championship hopes here — and anywhere in the NFL — essentially hinge on the quarterback. Or, quarterbacks, in the 49ers’ case.Shanahan did not flinch Saturday at the perpetual state of uncertainty that revolves around QB1, or even QBs 2-3-4.All is well. Remain calm. Hut-hut-hike.Come Monday morning, Shanahan and his coaches can hit the practice field with their quarterbacks, although Brock Purdy won’t be among those throwing, since he’s not quite two months into his six-month elbow recovery.“We’ll be alright, though, in the offseason and when we get to training camp,” Shanahan said. “Hopefully we’ll get Brock back soon. Regardless, we’d love a fourth guy here. You never know how much you’ll end up doing i...

Hours without power is tough. One Bay Area community waited two weeks for the lights to return.

Published Mon, 24 Feb 2025 11:58:14 GMT

Hundreds of thousands of Bay Area residents tossed out perishable food and recharged cell phones when their lights finally snapped on this winter after multiple storms left them for hours without power. For one tiny mountain community, the outages lasted much longer. At the end of a long driveway off a narrow, twisty road through the redwood forest in the Santa Cruz Mountains, Betty Arnold, 75, endured outage after outage after outage. Twenty-two in total, she said, scrolling through the outage notifications PG&E sent to her phone. The final one, from March 21 to April 4, lasted two weeks and a day, affecting Arnold and 32 of her neighboring households a few miles above downtown Saratoga off Highway 9.“The last one has really been so upsetting to me,” she said. “I’ve been so stressed out.”Seven million PG&E customers in Northern and Central California endured power outages of 12 hours or more this year, as a series of winter storms PG&E calls ...
